Interesting note in this month's Governing Magazine about the role of "grassroots management" and the impact this has had on the San Francisco Housing Authority Commission which has responsibility for managing housing for 12,000 in addition to 21,000 Section 8 participants.  The big finding: some of these citizen commissions turn out to be mainly patronage dumping grounds, with leadership positions that are primarily filled by way of political supporters.
